    The Rehancement Group (TRG) is seeking a Senior Transportation Procurement Expert to join our team in supporting the Philippines Department of Transportation.

    Responsibilities

    Conduct preliminary and a final assessment of the procurement processes, utilizing applicable indicators from the MAPS tool or other internationally-accepted models for specific projects.

    Conduct procurement planning and strengthening procurement planning procedures for strategic aviation infrastructure projects within the DOTr as directed by the UAA.

    Perform market research related to procurement planning, implementation timelines, and industry performance standards.

    Develop technical specifications for strategic aviation infrastructure projects within the DOTr as directed by the UAA.

    Establish evaluation criteria for strategic aviation infrastructure projects within the DOTr as directed by the UAA that transparently and fairly assesses value and life-cycle costs, including but not limited to criteria to assess quality and cost as provided for in the DOTr regulations.  

    Perform a post-award review of strategic aviation infrastructure projects within the DOTr as directed by the UAA.

    Provide oversight of contract implementation for strategic aviation infrastructure projects within the DOTr as directed by the UAA, as necessary.

    Recommend intra-departmental procurement reporting procedures that facilitate reporting within the DOTr as needed, in respect to strategic aviation infrastructure projects as directed by the UAA.  

    Catalogue international best practices for value-based procurement with a focus on creating transparent objective selection criteria used to evaluate complex, high-value strategic aviation procurements to serve as a reference and resource for the Grantee, particularly after the Expert’s period of performance concludes.

    Promote the skills development of Grantee staff, including conducting trainings relating to technical, contractual and financial specification systems, as necessary.

    Provide recommendations for how the Grantee can strengthen its technical, contractual and financial specification systems after the Expert’s period of performance concludes.    

    Provide back office support and expertise to the Advisors as appropriate to facilitate the completion of required tasks. This may require that back office support and expertise personnel be required to travel to Manila, Philippines for short periods of time.

    Qualifications

    Experience in acquisition planning for large aviation infrastructure projects and in utilizing value-based procurement models to structure procurements for such projects.

    Demonstrated experience in conducting procurement assessments and in recommending procurement policies and organizational structures with reporting requirements to maintain transparency; contract management; sustainable procurement; familiarity with international best practices in procurement, value-based procurement models, transportation infrastructure tender documentation, and public procurement systems in emerging economies.  

    Demonstrated expertise in evaluating complex infrastructure projects utilizing total cost of ownership and life-cycle cost analysis.

    Required: Five (5) years of professional work experience, with the majority focused on procurement or procurement related work in the transportation sector

    Required: Regional Experience and familiarity with the transportation sector, including regulations, requirements, and procurement structures, in developing and middle-income countries, with a preference for direct experience in the Philippines and/or Southeast Asia.

    Required: Bachelors level degree or equivalent in the fields of engineering, business, law or other related fields; excellent oral and written communication skills; fluency in English required.

    Preferred qualifications: Advanced degree in engineering or other technical field, advanced procurement training, and demonstrated expertise in evaluating complex infrastructure projects utilizing total cost of ownership and life-cycle cost analysis.

    Travel Required: The Expert shall perform the Program in Manila, Philippines over a period of 18 months and shall report his/her progress to the DOTr Undersecretary for Aviation and Airports.
