The Rehancement Group (TRG) is seeking a Senior Procurement Advisor to join our team in supporting the Philippines Department of Transportation.
Conduct a preliminary and a final assessment of the procurement processes by studying past and on-going construction and infrastructure projects and equipment procurements.
Conduct assessments of DOTr’s procurement processes to allow for best value and consider DOTr’s procurement procedures as they pertain to procurement planning, contract award, and contract management, including sub-topics of quality control, safety/health plans, oversight and monitoring, acceptance of work/materials/equipment meeting specifications, and environmental protections.
Utilize applicable indicators from the Methodology for Assessment of Procurement Systems (“MAPS”) tool or other internationally-accepted models.
Recommend procurement strategies for the national transportation infrastructure plan, specifically as it applies to the potential implementation of emergency procurement procedures.
Conduct procurement planning and strengthening procurement planning procedures.
Perform market research related to procurement planning.
Develop technical specifications for complex, high-value transport and airport tenders.
Establish evaluation criteria that transparently and fairly assesses value and lifecycle costs.
Perform reviews throughout the evaluation process for specific tenders to identify successes and areas for improvement.
Recommend intra-departmental procurement reporting procedures within the internal management structure.
Recommend procurement reporting procedures across the required divisions.
Catalogue international best practices and principles for value-based procurement to serve as a reference and resource for the client.
Promote skills development of staff, including assessing skills and competency gaps of procurement staff against internationally accepted skills and competency frameworks, providing input to job descriptions and career pathways, and staff development/training plans.
Advisor should have experience in acquisition planning for large transportation infrastructure projects and in utilizing value-based procurement models to structure procurements for such projects.
Demonstrate experience in conducting procurement assessments, in recommending procurement policies and organizational structures with reporting requirements to maintain transparency, and in implementing value-based procurement.
Familiarity with international best practices in procurement; value-based procurement models; transport and airport infrastructure tender documentation; and public procurement systems in emerging economies.
Required: Ten (10) years of professional work experience, with the majority focused on procurement or procurement related work in the transportation sector
Required: Bachelors level degree or equivalent in the fields of engineering, business, law or other related fields; excellent oral and written communication skills; fluency in English required.
Required: Regional Experience and familiarity with the transportation sector, including regulations, requirements, and procurement structures, in developing and middle-income countries, with a preference for direct experience in the Philippines and/or Southeast Asia.
Preferred qualifications: Advanced degree in engineering or other technical field, advanced procurement training, and demonstrated expertise in evaluating complex infrastructure projects utilizing total cost of ownership and life-cycle cost analysis.
Travel Required: The Advisor shall perform the Program in Manila, Philippines over a period of 18 months and shall report his/her progress to the DOTr Undersecretary for Aviation and Airports.
